CUSTODY EVIDENCE FOR AVIATION BAGGAGE
Mishandled bags cost the industry $6.3B in 2025, and the blame is still settled over email. We make custody provable.
Tracking is getting solved. Liability isn’t.
Rates fell 23% in 2025, volumes fell 19%, and the total cost fell with them. Tracking is working. The $6.3B that remains, equal to 15% of industry profit, is what deciding who pays still costs.
When a bag goes wrong
- Claims drag on for weeks across airline, handler and insurer.
- Each party keeps its own records, and the other parties don’t trust them.
- Interline transfers are the largest mishandling category at 39% (SITA), and a liability black hole.
- Fraud is hard to disprove without trusted custody evidence.
The expensive moment isn’t losing the bag. It’s deciding who pays for it.
That decision still runs on email threads and screenshots.
A neutral custody-evidence layer on existing scans
Sevenoir ingests the scan events operators already generate, seals them into one tamper-evident custody timeline per bag, and outputs an evidence pack designed so any party can verify it independently.
Ingest
BSM messages, RAIN RFID reads and WorldTracer events, via API or file export. Zero new hardware: a hard requirement from our field research with airport operators.
Seal
Each handover becomes a signed, timestamped custody record, designed so that no party, including us, can silently alter it.
Resolve
The designed assembly order. Not a running system, and not measured timings.

An AI analyst assembles scans, messages and claim notes into one claims-ready evidence pack. Minutes, not weeks of email archaeology.
An optional passenger NFC/QR tag adds a last-mile verification point: a premium add-on, not a dependency.
EVERY HANDOVER BECOMES SIGNED EVIDENCE
Check-in
Bag enters custody, record signed.
Sorting
Infrastructure RFID read, auto-verified.
Loading
Gate-side handover recorded as custody changes hands.
Arrival
Delivery confirmed, timeline closed.
If a bag is mishandled
- A factual answer: the last verified custody event. Which party, where, when.
- The claims handler receives one evidence pack, exported in one click: timeline, signatures, gaps flagged.
What we don’t do
- No auto-payouts, no parametric-insurance promises.
- Our evidence plugs into existing claims workflows, the part of the chain that is actually broken.
This evidence pack documents recorded custody events and their sources. It supports claims handling and does not constitute a legal determination of liability or fault.
CUSTODY EVIDENCE
INFRASTRUCTURE
AI assembles; the signed log attests. Nothing in the record is generated.
- Append-only log
- Every custody event is written once, signed, and chained to the previous record. Records are never edited in place: every correction is a new signed event, and the original stays visible.
- Independent verification
- Any party can re-verify a timeline without trusting Sevenoir. Verification needs only the records and public keys.
